While I was waiting for the GPU to arrive I read comments from several people who were having all sorts of trouble getting the fans to run at any speed, or in some cases getting more than one fan to run. This GPU is a physically large unit and has three 100mm fans (11.80" x 5.62" x ~1.65" (two slots)). The noise is not annoying to me, and I prefer to extend the life of my CPU (Ryzen 1800X) and other components (including GPU) as long as possible by keeping chip temperatures as low as possible. I have a big case (Thermaltake Core X5) with horizontal motherboard and a large number of fans that I have set in BIOS to run at full speed all the time.
